After the security breach incident during the ongoing winter session in Parliament on December 13, concerns are escalating regarding the effectiveness of the security forces responsible for safeguarding the premises. The Parliament House security is a collaborative effort involving personnel from Delhi Police, CRPF, SPG, and NSG.
The critical responsibility and oversight of deployed security forces fall under the jurisdiction of Parliament Security Services, supervised by the Joint Secretary (Security). This entity coordinates with various security agencies, including personnel from Delhi Police, CRPF, Delhi Fire Service, IB, SPG, and NSG, to ensure the safety and security of the Parliament House.
Recruitment procedures and salary structures in these security services play a vital role in maintaining the integrity of the Parliament’s security detail.
In Delhi Police, the recruitment process for constables and sub-inspectors involves clearing the Staff Selection Commission (SSC) exam. Successful candidates, determined through written examinations and physical tests, receive a monthly salary of approximately Rs 40,842. A constable’s basic salary, including a grade pay of Rs 2,000, stands at Rs 21,700.
Similarly, for CRPF recruitment, candidates undergo written examinations and physical tests for constable and head constable positions. The commission issues notifications for vacant seats, and the salary structure varies. A Sub-Inspector in CRPF receives a pay scale of Rs 35,400 to Rs 1,12,400 under Level 6, with an in-hand salary ranging from Rs 54,000 to Rs 60,000. CRPF constables earn salaries between Rs 21,700 and Rs 69,100.
Recruitment procedures for IB, NSG, and SPG are managed by the Ministry of Home Affairs. The IB ACIO examination recruits Assistant Central Intelligence Officers (ACIO) Grade II Executive, with a pay scale ranging from Rs 44,900 to Rs 1,42,400.
SPG and NSG, elite security agencies, appoint commandos on a deputation basis from the Army, Central Armed Police Force, and State Police. In the SPG force, Security Officer Rank I receives a grade pay of Rs 4600 and Rs 4800, while Security Officer Rank II is in the pay band of Rs 9300-34,800.
